Schiller Park has 4 TIFs. This research is being conducted by Open Local Illinois. January 26, 2013
We began our research on the Village of Schiller Park by examining the State of Illinois Comptroller’s database for information regarding TIF Districts in the Village of Schiller Park. Our research revealed four TIF Districts currently operating in Schiller Park. They are the West Gateway TIF, the West Gateway 2 TIF, the Irving Park/ Kolze TIF, and the 25th Avenue and Lawrence Avenue TIF.
Our research of the State of Illinois Comptroller’s database further revealed that the West Gateway 2 TIF (designated on 1/11/2011) emerged as a result of a split of the West Gateway TIF district into two separate TIF districts. According to the 2012 Annual Tax Increment Finance Report for the West Gateway TIF, obtained from the State of Illinois Comptroller’s website, the split was approved because the Village did not expect to be paid back on its investment in the West Gateway TIF. Thus, the West Gateway TIF was split into two TIF districts in the hope that the newly created TIF would be more successful.
We continued our initial research on the Village of Schiller Park website. A thorough review of the Village website, revealed a Village of Schiller Park zoning map from 2007 which shows the three TIF Districts operating in Schiller Park at that time. Upon further review, no additional information regarding TIF Districts was found on the Village of Schiller Park website.
We were in contact with Brian Bursiek, Assistant to the Village Manager in the Village of Schiller Park, to verify if a more recent map of the TIF Districts was available. We also wanted to ensure that the Village website contained no further TIF District information, that we might have overlooked in our initial review of the website.
In regards to obtaining a map of the TIF Districts in the Village of Schiller Park, Brian directed us to the 2007 zoning map available on the Village website. He also stated that the website does not have any additional TIF information, and there are currently no plans to include such information on the website in the future. Brian has been very helpful with our requests for information, and has indicated a willingness to provide us with additional resources and information in our research.
